That changes who governs the street:
- Inside town limits — the Town of Blythewood governs its right-of-way.
- Outside town limits, Blythewood address — unincorporated Richland County rules apply.
- State-maintained roads — SCDOT permit on top, regardless. Blythewood Road and the routes feeding I-77 are candidates.
The City of Columbia permit process is not relevant in either case.
