Irmo has a quirk that affects permits and that almost nobody explains: the town sits in two counties at once.
Irmo is in both Lexington and Richland counties
The Town of Irmo, incorporated in 1890, straddles the Lexington–Richland county line. Its own police department describes its jurisdiction as covering the town limits across both counties.
For a dumpster that usually does not matter, because placement on private property needs no permit anywhere. But it matters in three situations:
- County-level rules. If your address is outside the town limits but has an Irmo mailing address — which is common — you follow county rules, and which county depends on where you actually are.
- State-maintained roads. SCDOT maintains many roads through this area regardless of county. An SCDOT encroachment permit applies on those roads on top of any local requirement.
- Disposal routing. Richland and Lexington counties run separate solid waste operations and separate convenience centers.
An Irmo mailing address tells you very little about which rules apply. The address does.
What this means practically
If the container is going on your driveway, none of it applies — order and get on with the project.
If it needs to go in the street, tell us the address and we will tell you which jurisdiction you are in before you commit to anything. Note that the City of Columbia encroachment permit does not apply in Irmo — Irmo is a separate municipality.

Most of Irmo is newer suburban development, which is good news: wide driveways, clear approaches, straightforward placement. A 20 or even a 30 yard typically fits without difficulty.
The thing to check in Irmo is your HOA. Many neighborhoods here have active associations with rules on container size, where it may sit and how long it can stay. An HOA cannot issue or waive a right-of-way permit, and a permit does not override your covenants — the two are separate and both apply.
